Research on the Investment Funds of Chinese Inter-City Rail Transit Construction Systems Engineering
In order to construct an urban integrated rail transit, the social funds should be driven by the government fiscal funds to build an investment and financing platform of fiscal/social funds to set up inter-city rail transit construction investment funds specially engaged in inter-city rail transit construction investment business to solve the huge capital gap excluding government investment and achieve the optimal allocation of social resources. It is not only providing a fast and effective investment and financing mode for building inter-city rail transit of city groups but also very beneficial to establish and perfect the capital market of social infrastructure industry at the macro level to implement and cooperate with government specific social macro-economic policy. We can build a control dispatch center of network project construction project operation management, and set up scheduling fund which ensures the network project construction and project operation management are in normal range. So the progress of all networks subprojects construction, the operation management of the project and its financial input and the controllable operation can be assured. Establish Settlement center, control dispatch center and database to considerate the capital investment, usage and withdrawal comprehensively. In this way, it can overcome the shortcomings of the dominant position of the indirect financing capital structural dominated by Chinas commercial banking system, the single investment/financing channel and the overcentralized financial capital structure.
