On the Indicator System for the Evaluation of the Independent Innovations Soft Environment in Liaoning Province

摘要：

This essay points out that the soft environment of independent innovation is a dynamic complicated system consisting of the environment of regime, law and policy, market, service and social culture. In this essay, we establish the system of the evaluation indicator of the soft environment of independent innovation consisting of 5 indicators in the criteria layer, 15 indicators in the domain layer and 42 indicators in the presentation layer. Then we reduce the dimensions of the system and cancel the indictors containing duplicated information with principal component analysis using the case of Liaoning Province and establish the important system of the evaluation indicator of the soft environment of independent innovation consisting of 24 indictors in 2 layers.
