Analysis on the Reasons for the Failure of Environmental Protection Performance Management of Chinese Local Party and Government Leaders

摘要：

China has started environmental protection performance management of local Party and government leaders since 1999,but the effect is not ideal as seen from the implementation in each place. According to analysis,the reasons include the single subject of environmental protection performance assessment of local Party and government leaders,incomplete process of environmental protection performance management of local Party and government leaders,difficult quantization of environmental protection performance of local Party and government leaders,low informationization degree of environmental protection of local governments,insufficient theoretical research and practice of environmental protection performance management of local Party and government leaders,and imperfect essential work of environmental protection performance management of local Party and government leaders,etc.
