Research on Administrative Management Mode:One City,Two Systemsin New Special Economic Zone of China--Take Shanghai Pudong New District as Example

Based on the analysis of different types of Special Economic Zone and the review of relative reference, the paper summarizes three types of executive management mode. Then through the further study of administrative mode— two-tired, coupled in Shanghai Pudong New Area, the paper discussed the construction of management mode and has given theoretical explanations to it. Finally, the evaluation criteria of the new district governments performance have been discussed. Our paper provides reference for the urban development zone to improve administrative efficiency and reduce administrative cost, as well as the discussion on the audit evaluation criteria of government performance.
