Comparing Patterns of Governments Support for National Innovation System--A Study of Germany and China

摘要：

China is the largest developing country and Germany is one of the oldest industrial countries. Both of them experienced a rapid economic development in different era. This can be contributed to their national innovation system. This paper focus on the comparison of Germany and China governments support structure. The paper shows that Germany government has to release its function, especially in tax policy. But in China, the national innovation system is not mature so the government should take a great effort to support the innovation system.
