Resources Conservation: the Alternative Scenarios for the Paper Industry in China
Global Scope Assessment (GSA) is used to justify the industry development patter in a region (country) from the points of energy saving and environment protection. In GSA, the greatest synthetic benefit is expected by taking full advantage of the regional comparative superiority and by distributing the production worldwide. We applied GSA on Chinese paper industry in this paper. Three scenarios were studied. The results indicate that, compared to the scenario of reducing tax, the scenario of reducing energy consumption and environmental pollution is the most effective way to balance the industry boom and resources availability. Thus to achieve this, financial support and encouragement from Chinese government is quite important.
