Theoretical Analysis and Policy Suggestion for the Long-term Effective Mechanism of Energy Saving and Emission Reduction

摘要：

The bottle-neck of energy and environment that China encounters in its economic development highlights the importance and urgency of establishing Energy saving and emission reduction long-term effective system. The paper indicates that establishing Energy saving and emission reduction long-term effective system is the inherent demand of sustainable development, and the externalities, publicity and uncertainty of Energy saving and emission reduction determine the necessity of government regulation. The combination of efficient mechanism, reasonable policy choices and progressive policy goal is the Energy saving and emission reduction long-term effective system which can achieve the sustainable development of Chinese economic society.
