DEA-based Risk Assessment of BT Project SCOR Model

摘要：

BT project construction and the risk control in the process of transferring cohesion are the important promise to ensure BT project benefits. This paper is based on the SCOR process to resubdivide the construction process of BT project; according to SCOR framework to extract the risk factors of BT project; and then introducing the entropy method and DEA combined method to evaluate the impact of BT project risk factors. The cases shows the current BT project risk is mainly from the coordination difficulties of project participants, the risk brought by project decision-makers to make goals, the real economic growth of the owners and the financing capacity of the contractor.
