The Research on Engineering Judicial Forensic System Framework for the Civil Engineering Risk Management
China is at the rush hour of infrastructural facilities accompanied by many engineering accidents. These disasters often results in enormous economic losses and serious casualties. Especially some major engineering accidents cause the aculeate disputes and complicated responsibility relationship. The traditional accident identified method was not Systematic and seriously were questioned by public. So some like the accident treatment, cause retrospection, dispute resolution need the help of special institution, engineer and systems to ensure the effectiveness and objectivity of the accident identify results. This is which called forensic engineering. This article put forwarded the idea of establishing the engineering judicial forensic mechanism and defined what exactly is the engineering forensic for Chinese civil engineering accident treatment according to Chinese engineering treatment reality and judiciary. In this paper the engineering forensic mechanism for civil engineering accident management w as analyzed and some related specific issues were discussed for complement the forensic system. These issues include four topics: (1) the qualification and the practice systems of engineering forensic practitioners and institutions (2) the startup procedure for engineering forensic; (3) the crossexamination for forensic evidence; (4) the admissibility for forensic opinions. This paper includes a brief description for each issue of engineering forensic system as recommendations to construction the institutional framework for future engineering forensic practice. A well-designed engineering forensic system will help to develop the sustainable construction industry.
