Foundation of Near-Miss Knowledge Management System and Guarantee System based on Safety Management of Metro Construction
Many investigation reports of metro accidents showed that occurrence of metro accident was not casual without any precursors. There appeared many minor incidents without any injuries or loss, which was called Near-Miss, prior to occurrence of metro accidents. Near-Miss has been researched deeply by many industries. Relative research results indicated that the number of safety accidents could be decreased effectively through systemically management of Near-Miss. However, Near-Miss Management was less used in safety management of metro construction. Hence, object of this paper was to apply Near-Miss Management into safety management of metro construction, research on NearMiss of metro construction and manage Near-Miss systemically, in order to promote safety management level of metro construction and avoid accidents of metro construction. Simultaneously, because Near-Miss was obscure and tacit, Knowledge Management was brought in. Near-Miss was considered as a special knowledge of project failu re and researched from aspect of Knowledge Management. Then Near-Miss Knowledge Management System(NMKMS) and its guarantee system, appropriate to metro construction, was founded.
