Crisis Management Policy of Concession Project in the Strained Circumstances

摘要：

Concession construction model in public projects can solve the lack of infrastructure funds and the inefficiency of government management. Government is no longer the sole provider of public infrastructure. However, many serious problems occur mainly due to poor external environments. Setting up a game model, this paper discusses when and how the public departments will rescue the concessions, and analyzes which influences the saving will bring to the operation and management of the projects. According to the model representations and inferences, we can obtain important management principles and policy suggestions. Above all, these conclusions provide theoretic support for public departments to determine effective management programs, policy and to evaluate management level.
