Comparative study of emergency communications standards at home and abroad

摘要：

In the event of natural disasters and emergencies, especially after a strong earthquake, it will cause serious damage to communications facilities. And after the emergence of unexpected events, public panics will lead to abnormal communications behavior, and the use of communications for actual rescues can not be guaranteed. Thus it requiring the appropriate standards to ensure emergency communications work. The article, in the form of the literature, through theoretical researches and practical perspectives, conducts a comparative analysis about the researches at home and abroad. Finally, combining the status quo at home and abroad and Chinas actual situation of emergency communications, it proposes strengthening the empirical analysis, emphasizing on interdisciplinary,etc, hoping to provide references and learn to our emergency communications standards work.
