Safety-risk Cause-LiabilityModel of Large-scale Public Building Project

摘要：

During the implementation of the largescale public building project, stakeholders usually pay attention to the safety-risk liability and counter safety-risk measures from their own perspectives, thus neglect the systematical analysis of the projects overall safety-risk. In fact, different safety-risks, coming from different stakeholders, are highly related and mostly depend upon each other. This paper references input-output analysis principles and analysis methods, builds a safety-risk Cause-Liability model, quantitatively analyzes stakeholders safety-risk cause and safetyrisk liability through a safety-risk CauseLiability analysis table, identifies the stakeholders safety-risk Cause-Liability margin, applies safety-risk rose diagram to intuitively show and analyze the evaluation result and introduces the safety-risk management key point with which decision makers can apply to different types of stakeholders. Safety-risk Cause-Liability model provides a quantitative research tool to e ffectively balance stakeholders interest and solve disputes. It is an attempt to expand the application of input-output analysis theory.
