Strategy-Oriented Environmental Performance Management System For the Leaders in Local Party and Government

摘要：

Article points out the problem of environmental performance management system of leaders in local party and government lies in itself is being divorced from the strategic goals of environmental protection, and it results in the leaders short-term action in local party and Government and induces them to pursuit for the rapid growth in economy at great expense of local environment destroy. The article proposed the guiding principles for environmental performance management system for the leaders in local party and government, such as systematic thinking, strategic orientation, focus on sustained performance increase, durative information communication, and combination of organizational performance and personal performance. Design out the environmental performance management system model of leaders in local party and government that consist of three aspects, such as the local environment protection strategy planning system, local party and Government leaders environmental performance appraisal systems.
