Study on Contribution Rate of Highway Based on the Perspective of Government
According to utility theory, this paper deduced economic contribution model of highway increment and highway stock by equilibrium conditions of governments utility maximization. Then this paper proposes highway construction strategies for government based on the above models: the increase of economic contribution of highway depends on the coordinated development of national economy; there is a maximum economic contribution for highway increment; the approach to improve economic contribution of highway increment is to improve the system of public facilities in the rural areas and is to upgrade the highway grade in the urban areas; considering the following costs can improve economic contribution of highway for government, such as traffic accident costs, congestion costs, the cost of traffic noise, air pollution costs.
