On Extended Producer Responsibility System
In order to protect the ecological environment and build resource-saving and environment-friendly society, it is necessary to establish the extended producer responsibility system. The system will be extended producer (including producers of tangible products and intangible products) responsibility to the product life cycle stages of post-consumer waste disposal. The system can promote the development of circular economy, impel producers to control pollution from the source, provide a legal basis for citizens to safeguard environmental rights and interests. Extended producer responsibility system should be built by clearing responsibility of the producer, determining the scope of application and sound supporting measures.
