A Systematic Review on the UKs Implementation of Energy Performance of Buildings Directive
The energy consumption and carbon emission in buildings are influenced by the way a building is constructed, insulated, heated and ventilated and the type of fuel used. Reducing energy consumption and eliminating carbon emissions are considered as the main goals of the European Union (EU). The Energy Performance of Buildings Directive (EPBD) is a key part of the legislation which requires all EU countries to introduce energy certification policies for buildings. The UK government has rolled out a range of regulations to implement EPBD since April 2008. By systematically reviewing the implementation of EPBD in the UK, this paper argues the major strengths and weaknesses of the UKs implementation and thereafter discusses its possible influence to the evolution of the implementation of building energy certification in China.
