Research on Interest Conflicts in the Process of Land Replacement

Land replacement is a particular type of land circulation, land appraisal is the critical link in the process of land replacement. On account of the differences, which lie in replacement motivation, entrust form, replacement mode and evaluation point between the both sides of the replacement, appraisal of land replacement proved to be unusual. Based on the characteristics of land replacement, this paper resolves several conflicts and problems consisting in the land appraisal practice. The paper explores a number of methods to improve the efficiency of land replacement and doings of land appraisal practice. It is suggested to establish and improve administrative systems, to take advantage of non-governmental organizations and enhance valuators abilities and capacities from the perspective of conflicts management and valuation activities standardization.
