Improvement of Tender Security in Construction in China

摘要：

Analyzing tender security in construction in China at present, this paper finds some disadvantages of tender bond: tender bond aggravates capital burden of bidder; tender bond weakening bidding system macroscopic market effect; the amount of tender security is not big enough to improve effective competition among enterprises; Two main improvements of tender security are proposed: one is that tender guarantee shall be dominant form of tender security and enforced in state-owned investment projects or public projects; the other is to increase amount of tender guarantee. The relationship among the improvements and development of engineering guarantee industry and market credit system is further analyzed.
