This paper discusses the necessity to set up Engineering library in higher education and the present condition at home and abroad; it expounds the meaning, the guiding ideology of construction, designing principles, building ideas and contents; it sets forth the comprehensive detailed applications in practicing teaching system. Pointing out that setting up the Engineering library helps students to build the consciousness of great engineering and improve their engineering abilities.
