Closing Speech at the International Symposium on Three Gorges Project & Water Resources Development and Protection of Yangtze River
Over the past two days, we have talked about the various challenges that we are confronted with in water resource development, utilization and protection. We have talked about the difficulties and changes that this industry has witnessed over the past half century. Despite these changes, and despite that fact that there are more challenges ahead, we must continue to promote the development of sustainable hydropower as we have done so in the past. It has been an honor to have the patronage of Colonel Alex Dornstauder from the US Army Corps of Engineers at this symposium. I think that if we rounded up all of the civil, hydraulic and electromechanical engineers that worked on the TGP, we would probably have enough people to establish a corps of engineers. Considering the amount of hydraulic and hydroelectric technicians currently working on projects in China, I think that we might even be able to establish a corps of senior engineers. However, as things are looking at the present, it is fairly clear that if we are to realize the sustainable development and utilization of water resources, we cannot rely on a corps of engineers or senior engineers alone. The reason for this is that there are simply too many things that go beyond our skills and experience. What we need are partnerships that transverse multiple disciplines. We need close cooperation and the sharing of experience between engineers, sociologists, economists, environmentalists and even artists. This is the way that the problems we face should be solved, and it is one of the reasons that we have come together with Changjiang (Yangtze) Water Resources Commission of Ministry of Water Resources, International Hydropower Association, The Nature Conservancy and World Wildlife Fund to hold this symposium.
