Constructing an Ecological Reservoir Area for the Eco-Benefit of the three Gorges Project: with an Example Building Kaixian into an Ecological County

The Three Gorges Project (TGP) was proclaimed to be beneficial to flood control, power generation, shipping and ecology, which were the so called three - plus - one benefits. However, in the Three Gorges Reservoir (TGR) area, which is the main area exposed to critical environmental problems associated with TGP, the ecological benefit can only be attained through the construction of an ecological reservoir area. This paper describes the strategies and efforts of constructing an ecological reservoir area in Kaixian County, where the largest water fluctuation zone of TGR lies. The essential task of this ecological campaign was inte-gratedly reclaiming the Kaixian part of the water fluctuation zone of the Xiaojiang River, with an aim to narrow the fluctuation zone and build up sound ecosystems of improved biodiversity therein. The main strategies included building a water-table regulating dam, constructing an ecological functioning reservoir and setting up wetland reserves. The combined effort helped developing the upstream part of the reservoir area into a livable habitation to provide more land for accommodating the 500 thousand people in the capital town and its suburbs, with life and properties better protected by the regulating dam.
