Research on the Definition, Protection and Construction Mode of Ecological Protective Screen Scope for Lakeside Zone of Three Gorges Reservoir
As a unique natural region unit and the buffer zone which relates the reservoirs and its peripheral region, the reservoir lakeside zone not only provides the geographical space and resources-environmental supporting conditions for the local socio-economic development) but also plays role in taking up the reservoir to maintain ecosystem services and protecting the environmental security of the reservoir area as a barrier. Since the impoundment for Three Gorges Reservoir, the conflict between reservoir banks resources—the environment and local socio-economic development has a direct impact on the overall effectiveness of the reservoir. To ensure good ecological environment for the Three Gorges Reservoir and keep sustainable use of resources and socio-economic development in a harmonious way, there is an urgent need to establish a lakeside zone ecological protective screen to reduce pollution and block substances into reservoir water body of the Three Gorges Reservoir and its drawdown area. The construction of ecological protective screen plays a decisive function for the reservoir water environment and ecological environment protection, and it also has great significance in the ecological environment protection for the middle and lower reaches of the Yangtze River. Based on the summary of experiences in the ecological protective screen construction of rivers and reservoirs at home and abroad, this paper took the bearing capacity of water and soil resources and the water environment bearing capacity of the reservoir area as constraint condition, and took the water environment and water ecosystem protection of reservoir area as the goal by means of the a-nalysis optimizing of the multi-objective system. In view of the Three Gorges Reservoir Area and complex natural features or characteristics of the lakeside zone, we took typical regional as the research workspace, and the potential parameters of the ecological screen were obtained and gradually extended to the entire reservoir area. In addition, the dividing principles and methods, comprehensive development and utilization pattern, the protection of the security measures and their policy assuring of ecological protective screen for the reservoir lakeside area were also proposed.
