On Relevance of Human and Public Safety

摘要：

Person has multiple roles in public safety system, Who is both the object of basic services of public safety, but also the main subject of implementation of public security, meanwhile, is the main violations of acts of endangering public safety and incidents. People constitute the social environment of public safety. Public safety has manifold effects on human, and through human effects on society. Therefore, the public safety management should be people-oriented, intervenes and manages human behavior.
