Study of Urban Community Public Security Management in Complexity Visual Field
Urban community is a huge and open complex system, and it determines the urban community public security management is typical of complexity. In the paper, the characteristics of diversity, open and difficulty in quantitative description of urban community are discussed from micro and macro standpoint, furthermore, basic principles of the urban complexity management are presented. The above synthetic Analysis suggest that the complexity of the urban community system comes from the complexity of the people in the community and inherent essential connection between the system of people-society and the urban system, as well as the coupling of the urban system and natural environment and ecosystem. The comprehensive urgent situation management mechanism that western countries currently carry with community as core, including the mechanisms of preventing/mitigation, preparedness, response and resuming, etc. may be used in the urban community public security management of our country.
