A Discussion on the Construction of the Theoretical System of the Chemical Incident Rescue
This paper analyzes the current situation of chemical incidents, clarifies the meaning of chemical incident rescue and shows it is necessary to study on the theoretical system of the chemical incident rescue. Based on the achievements of other experts and our own practices, the authors of this article have initially proposed the theoretical framework and its main contents. It mainly includes the main contents of the basic theory, its application and its technical supports of chemical rescue, the main contents of the rescue tactics in chemical incidents and the management system, related laws and standard regulations of chemical incident rescue. The construction of this framework may provide certain theoretical support for guiding the work of chemical incident emergency rescue.
