Normative Establishment of Grass-Roots Safety Supervision and Management Organization
The research revealed that the establishment of grass-roots safety production supervision and management organization under county-level was not standardized. There were irregularities in the name, uncertainty in duties, unstableness in staff and lack of funding which brought a lot of inconvenience to the supervision of production safety. Due to a certain lack of safety supervision enforcement, industrial accidents continued to occur. According to industrial and commercial system and taxation systems experience in establish grass-roots organization, this paper clarified that grass-roots safety production supervision and management organization should standardize its name, staff, funding, duty scope and so on in order to facilitate the rapid development of safety production.
