Coalmine Safetys Quasi Public Goods Attribute and Responsibility of Main Safety Investors

摘要：

Above all meanings and characteristics of public goods and quasi-public goods are discussed as well as safety. And then coalmine safetys attribute of quasi-public goods is indicated on the basis of characteristics of coal resource and coalmine safety, which requires multiple supplies from government, coal enterprises and other relative sections. Afterward meanings of safety investment and coalmine safety investment are identified. Finally it is pointed that enterprises are the most important main safety investors, government is the main supervisor and public financial supporter, and relative social sections should take significant responsibility.
