Integration and Restructuring of Mining Resources and Work Safety
The integration and restructuring of mining resources in Shanxi, Inner Mongolia, Henan and other places in 2009 has aroused concerns of the community and the comments are different. In this paper, the author reviews the process of China coal property change during past 30 years. Under the guidance of scientific concept of development, based on the security of property rights theory and the law of development of science and technology, and taking into account the experience of other countries in the world, the author thinks that this round of integration and restructuring of the mining resources is the general trend, the consolidation and acquisition of small coal mines is absolutely necessary, which must play an active role in promoting the work safety in China. The author also pointed out that there is still long way to go for the re-integrated coal companies, and they must adopt new effective measures in order to ensure long-term stability of work safety.
