Strategy Research on Energy Saving and Emission Reduction of Shandong Province Based on Carbon Emissions

Carbon emissions in Shandong Province ranked first in China in 2005. Exploring the characteristics of carbon emissions in Shandong Province could supply an effective reference for making policies of energy saving and emission reduction. This thesis, by adopting the carbon emission calculating method for all kinds of energy proposed by IPCC in 2006, calculates the amount of carbon emissions in Shandong Province from 1997 to 2007, according to the end-use energy consumption and GDP data in Shandong. It turns out that carbon emissions in Shandong increased from 58.3693 million tons in 1997 to 202.0752 million tons in 2007, an annual increase of more than 13%, that carbon emission intensity has maintained a relatively high level, and that in 2007, the carbon emissions was 1.83 t per capita in Shandong Province, which was higher than the average in the world as well as in China, but lower than that in Australia, Canada, Britain, Germany and Japan, being only one third of the United States. From the perspective of industrial sector, the secondary industry, with 79.4% of the total in 2007, accounted for the most carbon emissions. This thesis, taking into account the characteristics of carbon emissions in Shandong Province, proposes coping strategies to develop low-carbon economy.
