The Evolution Course of Local Governmental Role in the Economic Development and System Reform
Under the traditional planned economy system, the local government lacks benefits basis and independent right, therefore the local government lacks the intrinsic motive force of institutional innovation and developing the economy. On the initial stage of the economic system reform, the local government is both the supply of the system and the demand of the system, thus it drives the system innovation and economic growth. At the age of transition, the local government has acted as the double roles of the lower level executive organ of higher level government and the organizer of regional economy, the economic management main body and the economic benefits main body, so its value orientation and behaviors are various. As the establishment and perfectness of the modern market economy system, the local government must complete the cogniton and orientation of its own roles as quickly as possible and establish the government of finity and efficiency, democracy and legislation, justness and justice and its economic behavior modes.
