Compensation for Agricultural Water Saving and Construction of Stakeholders’Interest: Evidence from Zhejiang Province

摘要：

Mechanism of compensation for agricultural water saving is a hitting issues. This article analysis the core of mechanism from game theory to practice in Zhejiang province and induces that the key part of mechanism is maintaining balance between interest and cost among stakeholders, that is to say that each stakeholder’s payoff should be proportional to their cost for water to the greatest extent. The factors that lead compensation mechanism to success lie below: water supplier has excess water to provide;water demander’s ability to pay for is strong;moreover, local government takes a key intermediary role in communication in the coordination process of the stakeholder’s interest.
