The Trade Liberalization of Agricultural Products Under the Vision of Agricultural Subsidies

Over more than 60 years since the establishment of the multilateral trade system, the trade liberalization of industrial products has been greatly promoted, while the trade of agricultural products has been isolated from the system for a long period of time, which has become the most complicated and most sensitive issue in the multilateral trade system. From GATT1947 to Tokyo Round, the trade liberalization of agricultural products was always centered on market access and export subsidies. Uruguay Round took the agricultural domestic subsidies into the framework of multilateral trade system, and finally entered into URAA with great historical significance. However, URAA is too “mild in the regulation of agricultural subsidies and doesnt have obvious effect in promoting the trade liberalization of agricultural products. In order to practically reduce the agricultural subsidies of the member states and further promote the trade liberalization of agricultural products, a new round of WTO agricultural negotiations was launched at the beginning of 2000. As many non-economic factors such as politics, society and culture are involved in the trade of agricultural products, there was great divergence of views among the signatories. The negotiation went through a very tough process and was stagnated for many times, which led to the postponement of Doha Round process over and over again. The trade liberalization of agricultural products is no doubt an arduous and tortuous path.
