WTO “Advisory Circular System: the Influence of Beneficial Confliction and the Proposals to China
Modem free trade is different from traditional free trade. It indicates that there must be an international immanent beneficial contradiction during international trades equaling to that the improvement of a country’s production capacity often brings about a scarification of other countries’ material benefits. And it is a clear manifestation from every country’s deliberations and comments in WTO/TBT, SPS and AC (Advisory Circular). Firstly, the article introduced the WTO “Advisory Circular system. Secondly, the article illustrated the model and believed that there must be inherent beneficial confliction and influence to China from every country’s comments. Thirdly, regarding some developed countries and developing countries governments’replies to the comments of China as the research objects in this article, the author analyzes the inherent beneficial confliction among the countries and the influence to our country, and sequentially offers proposals to our government and foreign trade enterprise.
