The improvement the independent innovation ability of enterprises is very significant to the improvement of industry’s competitiveness and the construction of an innovative nation. It is necessary to use independent innovation theory, clarify the meaning of enterprise’ independent innovation ability,analyse the basic forming factors of enterprise’ independent innovation ability and form comprehensive appraisal index system of enterprises’independent innovation ability. These have been applied in Shandong province.
