A PRODUCTION FUNCTION ABOUT THE INFRASTRUCTURE FOR PUBLIC SUPPLY
The labor factor and capital factor in C-D function are distinguished as the production labor and non-production labor, as the productive investment and non-productive investment in this paper. And derive a new proportional relationship between them by using the new production function, this relationship provides a theoretical basis for us to examine and solve the problems such as supernumerary excess, disproportionately large share of non-productive investment which appear when large state-owned enterprises and public sectors provide basic services.
