Analysis on Industrial Clusters Innovative Motivation and Policy Orientation
The initial motivation of industrial clusters is to save costs. At that time, the advantage of innovation is not obvious. However, after the cluster begins to take shape, the innovative motivation comes into play, attracting more enterprises to join the cluster in order to obtain public network knowledge, allowing industrial clusters to expand, resulting in more enrichment of public network knowledge so us to enhance the innovation level and innovative advantages of the whole industrial clusters. Targeted policy guidance and recommendations are proposed for industrial clusters to enhance their innovation capabilities.
