A Design Framework for Public Knowledge Service Platform
The Public Knowledge Service Platform (PKSP) has been proposed in this paper as an ideal ecosystem for building the lifelong learning society and a major measure for developing human capital in a knowledge economy. Some main functions are identified and designed: (1) a technology transfer center;(2) a comprehensive collection of knowledge resources based on the body of knowledge of specific domains; (3) an On-the-Job learning platform for on-demand knowledge acquisition;(4) a collaborative platform for communities of practice (CoPs). The design of a domain-specific platform is totally driven by society demands. A case scheme is introduced for the public Outsourcing Knowledge Service platform, an urgent need in current China.
