Strategic Conceiving of Forest Resources Reserves in China
Forest resources have become a shortage of strategic resources for the sustainable de velopment of china. This paper is based on the relevant statistical information and the dynamic evolution of forest resources in china, and analyses forest resources reserves from a theoretical point of view. It holds that the essence of forest resources reserves is the dynamic balanced configuration of forest resources in both time and space, and moreover, such reserves do not entirely make forest sealed statically, but are a process of dynamic change of quantity and quality of forest in time and space. It achieves increasing quantity and continuous improvement of quality in the ecological cycle process of exploitation, protection, structural changes and up date of forest. The paper thinks that the forest resources reserves refer to not only the quantity (size) of the reserves, but also include the quality of the reserves, the reserves can be divided into ecological forest resources (to meet the needs of the ecological security of land) and eco nomic reserves of forest resources (to meet the needs of national economic security). It thinks that the ultimate target of forest resources reserves is to achieve a state of frontier forest. It puts forward the main body of forest resources reserves which should be led by the government and participated by enterprises and individuals, and then analyses the quantitative reserves (e conomic reserves) and the qualitative reserves (ecological reserves)from the time scale and space scale. Finally, the paper puts forward how to establish a national system of forest re sources reserves, which includes constituting the bill of forest resources reserves, setting up special fund for forest resources reserves to ensure the effective accomplish of forest resources reserves in china.
