Study on Eco-compensations Incentive-incompatibility in the Reform of Forestry Property Rights-Based on the Theory of Regulation Economics
In the reform of forestry property rights, the government hoped to win the dual tar gets, the ecology first with the property right resetting and the incentive of eco- compensation, Based on the theory of regulation economics, The paper studied on eco- compensations in the reform of forestry property rights, pointed out that incentive-incompatibility is exist because of the lower level and unitary of present forestry ecocompensation. Then the paper puts forward to higher the level of forestry eco-eompensation and keeps an identical returns ratio.
