Coal resources account for about seventy percent of our country’s energy industry and consumption, there fore, reasonable exploitation and use of coal is crucial to sustainable development of our country’s economy. However, China’s average re-exploitation of coal resources is lower than other countries and waste of coal is severe. Studies show that relevant institutions affect the efficiency of resources allocation and then affect the performance of enterprises. This paper compares performance of coal mining enterprises of China and America, using data envelope analysis method. The results show that, first, the total efficiency and scale efficiency of Chinese firms are lower than that of American firms in general. Second, the differences of technology changes among Chinese coal firms are larger than that of American firms, suggesting explicit disperse in Chinese coal industry. Third, Chinese firms are surplus in employees and have lower efficiency in assets utilization. All these highly relate to enterprise property right structure, system of coal resources allocation and policies of coal industry. As a result, in order to improve the performance of enterprises and the utilization of coal resources, we should improve both industry policies and corporation management.
