A COMPARISON OF RELATIVE INNOVATIVE EFFICIENCY BETWEEN CHINESE HT AND LMT SECTORS
This paper compares relative efficiency of technological innovation between Chinese HighTechnology (HT) and Low- and Medium-Technology (LMT) sectors. The Data Envelopment Analysis (DEA) technique and the technological innovation two - stage model are adopted for this purpose. The results indicate that the high-technology sectors only obtain mediocre innovative efficiency and the low- technology sectors achieve the highest innovation efficiency, even compared to the high-technology sectors. Compared to the LMT sectors, Chinese HT sectors have strikingly poor performance in the process of transforming technology to economy. Chinese LMT sectors mostly show increasing returns to scale, so it is necessary to increase the innovation input in LMT sectors. The key of development both to Chinese HT sectors and LMT sectors is to enhance the trans forming efficiency from technical outputs into economic performance.
