AN OPTIMIZATION-BASED DECISION SUPPORT SYSTEM FOR MANPOWER SCHEDULING IN ELECTRICITY GENERATOR’S OPERATION AND MAINTENANCE BUSINESS
Electricity Generating Authority of Thailand (EGAT) is a state enterprise that is responsible for producing electric energy and securing the stability of Thailand electric power system. Recently, EGAT has emphasized the importance of maintenance business for its equipment, machines, and tools since these equipment are an essential component of the operations’functions. Hence, an effective maintenance plan can significantly con tribute to the improved production activities. Its Operation and Maintenance Business Unit (EGAT O&M) pro vides maintenance services for not only EGAT’s power plants but private power producers’power plants as well. This poses an opportunity to generate more revenue from the services provided for these private produc ers. Therefore, a good maintenance plan that can handle both types of clients is clearly desired. The objective of this research is to develop a decision support system (DSS) that can help decision makers schedule their a vailable manpower in different craft types with the specified outage periods while maximizing the extra revenue from servicing private power producers. An optimization model for manpower scheduling is formulated as an in teger linear programming problem. Most practical and/or unique constraints such as various craft types and subcontracts are taken into consideration. An optimization package is then invoked to solve the model. The ma intenance data in 2006 and the simulated quality service jobs are used to test the effectiveness of the developed DSS. The obtained results show potential to increase revenue of EGAT,s maintenance service. The DSS also helps decision makers create alternative schedules to effectively manage manpower in each craft type.
