Web-Based Project Management System Design (Case study: TPSDP Project in University of Surabaya)
The new paradigm for improving quality, autonomy, accountability and accreditation as well as evaluation becomes the point of references for higher education institution in Indonesia. The Directorate General of Higher Education has applied this new paradigm through a concept of RAISE++ (Relevance, Academic Atmosphere, Internal Management, Sustainability, Efficiency and Productivity, Leadership, Access and Equity) as an operational guides for classifying the main factor to the satisfactory performance as an highereducation institution . The RAISE++ concept development as assured through Technological and Professional Skill Development Sector Project (TPSDP) by the Directorate General of Higher Education in cooperation with Asean Development Bank (ADB) by block grand based funding. The project implementation is supposed to be capable of attaining satisfactory delivery time, cost, and quality by enhancing the available potentials and resources for supporting such implementation pursuant to the established vision, and mission. The TPSDP project implementation required effective and efficient project planning and control since the scope of jobs for development an accurate, effective and reliable web-based management planning and control system calls for a relatively great a mount of both financial and-financial resources. The objective of the development of project management planning and control system in the Department of Industrial Engineering, Surabaya University, is present a project planning and control system that conforms to the needs of the available study programs in order to ensure that the project run faster, better and more cheaply. The presence of this project planning and control system is supposed to support integrated project activities through web. The system design in this research is prepared through some phases, i.e.: system problem identification, data collection and system analysis, system design, system trial and implementation, resulted a project management planning and control system, i.e., web-based software accessible through internet and intranet. The system involves data related to RAISE++ improvement programs that flow from mechanism of TPDSP project proposal submission, working program in RAISE++, program funding allocation, job scheduling, successful performance indicators both of the whole project and each program, project reporting types and procedures. The system user that manage theproject can get specific information related with RAISE++ improvement program simply by accessing the web-site of Surabaya University. Based on the cost and benefit analysis and the calculation of pay back period, return on investment, net present value and internal rate of returns, it shows that the generated benefit are more valuable than the cost, and the developed system design is assumed to be feasible. The output of this research is the creation of a project management planning and control system related with specific information in respect with the project implementation, in terms of schedule, cost, performance and progress reports. Applying this system, all project planning and control problems can be better arranged and handled.
