An Analysis of International Achievements in Technology Commercialization
Starting with the Bayh-Dole Act nearly 25 years ago, there has been an increasing focus worldwide on the total innovation management of publicly funded research at universities and government laboratories. Central to many of these programs has been the identification, management and development of core technologies and competence within the economy. In the new global economy of the twenty-first century, technologies from the publicly funded research innovation generators may not find a receptor industry within the national boundaries, with the result that countries have increasingly pursued international technology commercialization through such vehicles as the BTG in the UK.This paper will provide an analytical survey of the spectrum of changes that have been directed toward total innovation management from publicly funded research at universities and laboratories in a broad range of countries.
