Study of Public Participation in Establishment or Revision of Techno-standard
Standardization is a strategic choice in challenge of integrative international economics in new century in China. During the standardization, there are many problems in establishment or revision of techno-standard, such as feeble public participation. Main problems in public participation involve inadequacy of participant depth, scope and transparence, morbidity of public participant system, weakness of public participant consciousness and so on. Based on Sherry Arnsteins theory of ladder of citizen participation, system frames were put forward in establishment or revision of techno-standard, which involved systems of information publicity, information intercourse and feedback, participation of media and so on.
