The Application of Systems Engineering on the Development of New Service Oriented Industries in Taiwan China
New service oriented industries have been selected as the major economics booster in Taiwan China in addition to the manufacturing industries as service industry revenue has reached 67.7% of GDP in year 2003, and Industrial Technology Research Institute (ITRI) has been assigned as the pioneer to develop new service oriented industries since year 2003, because of its accumulated technologies and intellectual properties in various industry fields. Acting as a program office in ITRI, Center for Aerospace and Systems Technology (CAST), applies systems engineering (SE) approaches to the development process to reduce the uncertainties associated with the developing service systems. CAST has tailored a SE procedure from concept exploration (CE), system requirement review (SRR), system design review (SDR), preliminary design review (PDR), and to critical design review (CDR), in order to evaluate whether a proposed service system draft idea could be successfully developed as a new service system prototype which are with a complex of various technologies and business elements., the procedures, modifications and results of systems engineering approach on the development of new service oriented industries in Taiwan China will be discussed in this paper. It was showed that a tailored SE procedure is valuable and helpful to assist the development of new service oriented industries and that domain multi-discipline experience of the SE personals and the cross-functional availabilities in the organization are key factors to the success of new service oriented industries.
