Grey Polynomial Measurement on Government Policy Earnings in Regional Innovation System

摘要：

Accuracy measurement on government policy earnings in regional innovation system is of great importance to the instruction of policymaking and construction of regional innovation system. This paper improves the existing grey system model and draws a new kind of measurement model, named as grey polynomial model. Using this new model, we made a comparison of Hebeis policy earnings fore and aft 2000, which validates that this new model is more advantageous than the grey system model.
