Research on the Resource Allocation of the Ministry of Higher Education Directly
With the development of economy and establishment of the socialist market economy, market mechanism has been playing a more and more obvious role in the allocation of social resources. Higher education resource allocation has been influenced by the economic system. Furthermore, economic globalization has put Chinas higher education in the face of global competition, therefore, it has been an urgent problem to be solved on how to distribute effetely and make use of all the educational resources with limited economic. This paper analyzed the current resources allocation problems in the Ministry of directly higher education from four ways, that is, mechanism, playing, structure and efficiency in using. The relative suggestions were put forward accordingly, that is, promoting the performance evaluation and improving resource allocation mechanism, enhancing resource allocation planning and guiding school characteristics, adjusting resource allocation structure and ensuring resources allocation equity, promoting separation of government and schools and improving school management.
