Evaluation of Ship Traffic Controll Safety Based on Analytic Hierarchy Process

In order to promote maritime safety and reduce the loss of life and property, and achieve a safer navigation, cleaner oceans goal, this article assessed the ship traffic controll safety from four aspects of the ship, namely ships, navigation environment, people, management. By researching the method of the safety evaluation, this article provides a valuable reference of the ship safety, and an effective theory basis for the relevant management measures. Firstly, based on the marine traffic controil accidents, the four aspects of the ship traffic controll safety were gained. Secondly, the model was designed to assess the ship traffic controll safety by means of expert investigation and using the method of AHP and fuzzy comprehensive evaluation. The target layer of ship traffic controll safety evaluation model is vessel traffic controli safety. The criterion layers are the ship, navigation environment, personnel, and management. The 14 index layers are associated with the secondary indicators. They are the structure of the hull, the technical condition of the hull, the cargo, the climate, the sea-route, the fishing boats, the crew business skill level,the crew safety consciousness, the crew psychological quality, the distribution of the crew members, the passenger, the management of captain, the linked corporate management, the management of ship owner. By consulting experts, the weight of each index was constructed. Finally, the evaluation model was applied to evaluate and analyze the ship traffic controll safety. This model was exemplified in one ship traffic. The results show that the evaluation methodology of ship traffic controll safety is reasonable, effective and feasible.
